Village of Lansing
MINUTES of a regular meeting of the Board of Trustees of the Village of Lansing held on Wednesday, November 10, 1999, in the Village Office.
Present: Mayor, Don Hartill, Trustees John Bailey, Larry Fresinski, Lynn Leopold; Jodi Dake, Carol Willard, Benjamin Curtis, Rick Beckwith and Dennis Reinhart.
Mayor Donald Hartill called the meeting to order at 12:08pm and went around the table to hear how everyone was doing.
Rick is ready for snow. The snow fence poles are in and the fence is almost completed. There was a water main break on Bush Lane. The Mayor asked if the tractor had been picked up yet. Dennis stated that he had not gotten around to turning in a voucher.
Ben received a letter from George Gesslein regarding subdivision at the end of Churchill Drive. It is classified as a major subdivision and George is requesting that he only have a fee for a minor subdivision. The Mayor stated we would vote on this on Monday. The homeowners in Lansing Trails are concerned with cars parking and suspicious activity in their neighborhood. There is a dead end at the end of Ascot with a little paved road off of it where people sometimes park & hang out. They are also concerned with the blind end of Janivar Extension. The homeowners have suggested that the Village put some kind of barrier at the end of the road to deter people from going there. The Mayor asked Dennis to look into getting the plastic barricades that are filled with water and place them there. There was also a concern with the erosion of the shoulder on the curve on Cedar Lane. The Mayor told Dennis to get this fixed while we still can get blacktop. The Planning Consultant is on board. They would like to put together a focus group made up of property and business owners to meet between Thanksgiving and Christmas. Ben asked the Board to consider getting the ArcView software so that he could read the County GIS Data and reproduce the maps. Ben would also need an 11x17 printer to do this. Don asked him to present a total package of the software and hardware needed. Ben stated that there was a lot of action going on in the Village. The Ornithology Lab will be in in the spring for a special permit. Ornithology will be in to see the Planning Board in February for a final development conference. There is a Brown Road safety issue. The Mayor stated that he would like to be part of the meeting when this is discussed. Pyramid Mall is on hold until we get a revised traffic study. Dennis is presently doing a traffic count on Dart Drive and Graham Road. Ben would like to add the traffic count data to the information going to Sear Brown.
John Bailey stated that we might want to look into PERMA for our workers compensation. PERMA is a made up of municipal entities. The Mayor stated that we have a great rate with The State Ins. Fund since our record is so good.
Lynn stated that she was encouraged with the discussion with the new consultant. Lynn volunteered to be the Cayuga Watershed municipal representative for the Village. She stated that the sidewalk on Sheraton Drive looks beautiful. The sidewalk was being paid for by a $100,000 grant the Village received. Dennis added that there would be a crosswalk striped across the road to the asphalt on the other side.
Mayor Hartill stated that there is a change of leadership in Dryden, which may be a problem in the sewer business. Alan Cohen was reelected in Ithaca and Steve Farkas is the new supervisor for the Town of Lansing.
Jodi stated that she went down to Bolton Point for a preview of the new water/sewer computer program, which all involved municipalities will be getting. No more manual entries, on into the computer era! Bolton has not figured out exactly which method they will use to download this information. There will be further discussion with all involved parties as to what is best for everyone.
Dennis stated that Burdick Hill was done in two days. The asphalt has been fog sealed and will be chip sealed next year. Crack sealing throughout the Village is almost complete. Dennis asked if the Board would authorize Jodi to go ahead and make out a check to Tompkins County for the new tractor.
Resolution #3611- Authorization for Jodi to cut a Check to Tompkins County in the
Amount of $9,050.00 for the Purchase of a Road Side Mower Tractor.
Be it RESOLVED, that the Board of Trustees authorizes the Village Treasurer, Jodi Dake, to make a check out to Tompkins County in the amount of $9,050 for the new Road Side Mower Tractor.
Trustee Larry Fresinski moved that this resolution be adopted and Trustee Lynn Leopold

The Business & Technology Park has added water & sewer mains. The Eagle Scouts will be doing the Shannon Park Pond project this weekend. A group of Eagle Scouts and adults will be cleaning out the pond, making flowerbeds and building a bench. The Village is providing them with all the supplies needed. Someone had contacted Dennis regarding a leaf pick up. This would be a huge expense to the Village. Lynn suggested we run a backyard-composting workshop to educate people in the Village as to how to use these leaves. The pump house now has heat and is Y2K compliant.
Carol stated that the newsletter went out and cost more because of the number of pages. Carol asked Don if they could get together to discuss a few issues. Don will contact her. Lynn told Carol that she would pick up her packet if the weather was bad because she didn’t want her to have to deal with getting up her driveway.
Next the Mayor proposed a motion to approve the vouchers.
Resolution #3612- Abstracts of Audited Vouchers
Be it RESOLVED, that Abstract of Audited Vouchers No. 6 for the General Fund, in the amount of $157,331.88, is hereby approved for payment, and
Be it further RESOLVED, that Abstract of Audited Vouchers No. 6 for the Water Fund, in the amount of $101,396.18, is hereby approved for payment, and
Be it further RESOLVED, that Abstract of Audited Vouchers No. 6 for the Sewer Fund, in the amount of $85.93, is hereby approved for payment, and
Trustee Lynn Leopold moved that this resolution be adopted and Trustee Larry Fresinski
seconded the motion. A vote was taken:
