Village of Lansing
MINUTES of a regular meeting of the Board of Trustees of the Village of Lansing held on Wednesday, October 13, 1999, in the Village Office.
Present: Mayor, Don Hartill, Trustees Larry Fresinski, Lynn Leopold; Jodi Dake, Carol Willard, Benjamin Curtis, Rick Beckwith and Dennis Reinhart.
Mayor Donald Hartill called the meeting to order at 12:08pm and went around the table to hear how everyone was doing.
Dennis reported that the water main break on Brook Way was fixed. He asked the Mayor who should be responsible for the Thornwood valve. A new valve at the Thornwood extension leaks and is not sufficient for the contractors to do a pressure test. The mayor stated that we would share the cost of replacing the valve but for Dennis to speak with Jack Ruckheim at Bolton Point. Eckerds is putting in a photo lab and Ben shut down construction. A letter went to Dennis & Brent that detailed the chemicals used in processing that will go into the sewer main. Lake Source Cooling has our sewer line back in the ground. The contract that LSC had some questionable language and has been directed to Randy Marcus. Uptown sidewalk curbing is in. Suit Kote may be having Procon fix the lateral behind the cinema. Thornwood water line is in and the sewer line should be completed today. The Marriott Hotel has hooked to our sewer line and installed laterals. Crack sealing will take place in the next couple of weeks. This will be done on Cayuga Heights Road. RC Wilson will also do our patching in the next couple of weeks. The Mayor asked Dennis if the Burdick Hill Paved Shoulder Project will get done before the end of the season. It should be completed by the end of October. Mrs. Bang’s on Cayuga Heights now has water. Hick’s Excavating who completed the work had put down a $500 escrow deposit, which bounced. We still have not received a replacement check.
Mayor Hartill reported that the Joint Water Draft Agreement is circulating. The first meeting of the Joint Sewer Planning group was an educational process. There will be a joint meeting on the 19th with the old and new sewer partners. At the Ithaca Tompkins County Transit Council Policy meeting they accepted the NEST’s Report. If the NEST Project were to be done there would be no Federal or State funding. Don asked Ben if Brent Cross had sent out a letter regarding the carwash at the airport. Ben hadn’t seen one. Ned Hickey, Ben Curtis and Mayor Hartill are going to NYSDOT on Friday to bring them up to date on where we are on North Triphammer Road.
Ben stated that his trip to St. Louis was good. It looks like New York State will be going to an International Code System. Ben discussed aspects of his conference. Ben told the Mayor that we need members for the BZA. Time Warner Cable has sent FOIL requests to all the members of the Cable Commission. The Cable Commission will allow Time Warner to go through all their records this Friday.
Lynn Leopold stated that she would be reporting to the EMC this evening. She asked the Mayor what he would like her to touch on. The Mayor felt she should discuss NEST’s, Tops and Pyramid projects.
Rick stated that Highgate Path has been redone. The Mayor asked Dennis to send a note to the Colberts regarding the sidewalk on their property.
Carol stated that the Village Newsletter would go out the beginning of next week.
Next the Mayor proposed a motion to approve the vouchers.
Resolution #3601- Abstracts of Audited Vouchers
Be it RESOLVED, that Abstract of Audited Vouchers No. 5 for the General Fund, in the amount of $19,216.08, is hereby approved for payment, and
Be it further RESOLVED, that Abstract of Audited Vouchers No. 5 for the Water Fund, in the amount of $4,381.41, is hereby approved for payment, and
Be it further RESOLVED, that Abstract of Audited Vouchers No. 4 for the Sewer Fund, in the amount of $712.26, is hereby approved for payment, and
Trustee Lynn Leopold moved that this resolution be adopted and Trustee Larry Fresinski
seconded the motion. A vote was taken:

Before adjourning Dennis commented that the water main that was fixed by the Town of Ithaca was inexpensive. The Mayor asked Dennis to have a list made up of whom to contact if the Town of Lansing is not available to repair water main breaks.
