Village of Lansing

MINUTES of a regular meeting of the Board of Trustees of the Village of Lansing held on Monday, July 19, 1999, in the Village Office.

PRESENT: Mayor Don Hartill; Trustees Larry Fresinski and Lynn Leopold; Planning Board Member, Steve Halevy

Mayor Don Hartill called the meeting to order at 7:40P.M. and asked for Public Comment Steve Halevy gave the board a consultant report. The Planning Board is looking for a consultant to help them with developing design guidelines for the Village’s commercial areas. Four architectural design firms have responded. The Planning Board will interview each firm by the end of September. They will ask two of the firms to present proposals. The Planning Board wants to know how they should approach the money aspect. The Mayor stated that it’s up to them, just make sure it doesn’t exceed $15,000. The only person on the Planning Board that has experience dealing with this type of selection process is Janet Waterman and will probably be assigned to this project. The Planning Board hopes to make final selection by January 1st. The Mayor stated that the consultant needs to be aware of the North Triphammer project and the Pyramid Mall expansion.

Motion- To Close Public Comment Period

Trustee Larry Fresinski moved to close the public comment period.

Next on the agenda was the Engineer’s Report. AMSTAR of Western NY is requesting permission to work 10 to 12 hours a day 6 days a week. The Mayor stated that they could work from 7am to 7pm. Dave stated that they would be painting in September and that AMSTAR would be using steel grit instead of sand to prepare the surface. The Mayor asked Steve Halevy to contact Walter Weitgref on the Greenspace Advisory Council about picking out the color to paint the airport ground tank. The Town of Lansing is painting their tank balsam. Dave has the color chart to choose from. The Village needs to get EPA’s for the ground tank. Dave Putnam has forms and the Mayor will sign them. Dave stated that four soil samples were taken on Friday to make sure we don’t contaminate the land. It was decided that the little shack under the tank would be painted the same color. TG Miller is completing the contract documents for bid September 15th on the airport elevated tank removal, which will take place by December 31st. The cost is still unknown.

Next on the agenda was the approval of the minutes for June.

Motion-Approval of Minutes for June 7,16 & 21, 1999

Trustee Lynn Leopold moved that the draft meeting notes, as reviewed and revised by the Board, are hereby adopted as the official minutes. Trustee Larry Fresinski seconded the motion. A vote was taken:

Next were the Mayor’s comments. James Shrug, chair of SJS, now considers us a partial partner. August 17th there will be a Special Joint Subcommission meeting at the Ithaca Area Wastewater Treatment Facility. James asked that Don bring our Village Engineer to this meeting with him. Don also explained that the slight revision of the sewer agreement proposed by the Village of Cayuga Heights had increased from $14,000 to $20,000 due to the actual process. Don will meet with Ron Anderson. Don reported that Bolton Point has pumped twice as much water this month due to the weather. Lynn asked if we were in an official drought. We are not. Don has been getting responses back from North Triphammer Road property owners. One wants more money for his property. Don will speak with Randy Marcus on how to proceed with this issue. The Village must follow the Federal guidelines for North Triphammer property acquisition. Don will have Randy investigate the time line for a Village. Don stated that we put in a bid on a tractor to do our roadside mowing and he needs to speak with Dennis to see if we had the winning bid. Don stated that he wanted to hold a joint meeting with the Planning Board in August with the main focus being N. Triphammer Road. In August he would like to also cancel the Labor Day meeting.

RESOLUTION #3582-To Accept the Employee Handbook as Amended.

Be it RESOLVED, that the Board of Trustees accepts the Employee Handbook as amended

Trustee Lynn Leopold moved to adopt this resolution and Trustee Larry Fresinski seconded the motion. A vote was taken:

Jodi asked for clarification on figuring PTBA time for staff that works under 40 hours a week. Since full time for Jodi is 32 hours she figures her PTBA day equals 6.5 hours not 8hrs. Carol, the clerk PT, has always figured her PTBA day as an 8-hour day. The Mayor suggested using the following formula to calculate the hours in a PTBA day:

1 "day" equals the number of hours worked weekly divided by 40 times an 8 hour day equals the number of hours in a PTBA day

Example (1"day"=32/40 x 8 = 6.4(rounded) a PTBA day = 6.5 hours)

The Board agreed that this should be added to the employee handbook to help clarify.

Attorney Marcus entered the meeting.

Motion- To Go to Executive Session to Discuss Matters that would, if Disclosed, Impair the Negotiation of Contracts Being Considered by the Village

Trustee Larry Fresinski moved to go to executive session and Trustee Lynn Leopold seconded the motion. A vote was taken:
