Village of Lansing



Minutes of a regular meeting of the Board of Trustees of the Village of Lansing held on Monday March 15, 1999 at the Village Office.

PRESENT: Mayor Don Hartill, Trustees Cliff Buck, John Caren, Larry Fresinski and Lynn Leopold; Attorney Randall Marcus; Clerk/Treasurer Jodi Dake.

Mayor Donald Hartill called the meeting to order at 7:43P.M. and called for Public Comment. Steve Halevy Acting Chairman of the Planning Board had several issues to address. The first was the request for a 5% increase in fees by our engineer Brent Cross. The Planning Board reduced the amount that they would propose to spend during the 1999-2000 budget year and can’t reconcile this discrepancy. Also Steve wanted to know if the new members of the Green Space Advisory Council have been notified and if they could start working with only three members. Randy commented that the Green Space Advisory Council is not a decision making body so one member can start working now if they wish. There is only one of the new members in town until April. The Mayor stated that he would make official appointments at the April meeting then Jodi will send them letters.

Next on the agenda was the engineer’s report. Dave Putnam reported that there has been no reply to a February 17,1999 letter regarding the concerns raised at last months Board meeting regarding the Lake Source Cooling Project. Dave asked the Mayor for an update on the Sheraton Drive Sidewalk easements. Don stated that he still owes Mr. Thaler a letter. Also, Randy commented that he sent out a proposal to Mr. Homik. Dave is working with NYSEG to relocate a gas main in order to finalize the construction drawings for the Kline Road By-pass. Dave presented the Mayor with an updated Sewer Systems Map, which shows new information discovered during the manhole inventory and correcting discrepancies in previous maps. Dave will have 2 more maps made, one for Ben and one for Dennis. Lastly, proposals from three Traffic Engineers will be solicited to design a signal for the intersection at Uptown and Warren Roads.

Next on the agenda was discussion on the budget. The mayor went through the budget line by line. Some major points are listed on the next page:
 
 

General Fund

Property taxes will increase 2% which is less than inflation.($1.57 per $1,000 of assessed value proposed)

A2665, Equipment Sale Revenue- $22,000 is for selling our dump truck. We will be buying a new dump truck, which is $25,000 listed under A5110.2, Equipment.

A2816 & A 2818 are transfers to the water and sewer funds to pay for the work, which the clerk does when collecting payments from water and sewer customers.

A2850, Transfer from Capital Projects, will be changed to A5031 to go along with the Uniform System of Accounts. $500,000 will be transferred from the Capital Projects Fund for property acquisition for the Triphammer Road Project and $85,000 for the Sheraton Rd. Sidewalk Improvement.

The Employee’s will get a 4% raise.

A5112.2, Street Improvement- Includes $28,200, which is the final payment on , $20,000 for Warren Road, $34,000 for Burdick Hill Shoulders

A5112.22, Street Capital Improvements, will include $370,000 for to enhance road section of Uptown Road to 28 feet wide, pave the shoulders and improve curves, $100,000 for the new traffic signal at Uptown and Warren Roads.

A5410.2, Sidewalk Construction- $85,000 for Sheraton Drive sidewalk.

Water Fund

The proposed rate for Water District #1 will be $.13 per $1,000 of assessed value and $13.71 per unit.

F8340.2 Transmission & Distribution Equipment/Capital Outlay- $168,000 to paint and update the airport ground tank to current standards.

Sewer Fund

The proposed tax rate for Special Assessment-Sewer Collector will be $.10 per $1,000 of assessed value and $16.06 per unit. The rate for Lansing Sewer Rents will be $112.50 per unit and the rate for Outside Sewer Rents will be $75.00.

Next the Mayor proposed we set a public hearing on the proposed budget for 4/5/99.

RESOLUTION # 3524 – Date for Public Hearing on Proposed Budget for

Fiscal Year 1999-2000.

Be it RESOLVED, that the Board of Trustees will hold a public hearing on the Proposed budget for Fiscal year 1999-2000 on Monday, April 5, 1999 at 7:35 PM, in the Village Office.

Trustee John Caren moved that this resolution be adopted and Trustee Larry Fresinski seconded the motion. A vote was taken:
