Village of Lansing
MINUTES of a regular meeting of the Board of Trustees of the Village of Lansing held on Monday, January 4, 1999, in the Village Office.
Present: Mayor, Don Hartill, Trustees Larry Fresinski, Cliff Buck, Audrey Kahin, and Village Attorney Randy Marcus.
Mayor Donald Hartill called the meeting to order at 7:35pm and opened the public comment period. There was no public to comment.
Motion-To Close Public Comment
Trustee Larry Fresinski moved to close public comment and Trustee Cliff Buck seconded the motion. A vote was taken:

Next on the agenda was the Outlook for 1999. The Mayor stated that he has received a note from Ned Hickey and the Planning Board that all revisions have been done on the Comprehensive Plan so the mayor would like to devote the February 1st meeting to the Comprehensive Plan. The Mayor asked the Board to start thinking about the Budget. He would like to have the increases only be a couple of percent for inflation. The 2nd meeting concerning integration of the local water systems will be Thursday at 7:00pm. After this meeting we should know if it will happen. Cliff Buck stated that Mayor Alan Cohen was speaking that same night at the Home Builders Meeting. Cliff will attend that meeting and report back to the Board. The Mayors goals for 1999 are to continue street maintenance and be more aggressive on sidewalks. Triphammer Road will be resolved and the preliminary engineering should begin by fall. Cliff has provided the mayor with names of possible candidates for the Greenspace Committee and he will pass them on to the Planning Board.
Larry asked to what degree we wanted to make our information available on the Internet. The mayor suggested we have a year’s worth of minutes available on the webpage. The mayor would like to see Carol get involved with this. The mayor suggested we get Ben a better computer and give Carol his computer. Audrey said that she would like to see an additional newsletter go out. Larry would like Jodi to e-mail copies of the minutes to him. Cliff asked if the water rates have changed. The mayor stated that the water rates as of January 1999 have decreased 10-15%.
Next on the agenda was the Review of Pending Local Laws. Randy gave each board member a summary of the status of all outstanding laws so they could decide which ones to pursue. There were 11 pending laws and the mayor suggested the Board deal with 2 or 3 at each meeting. The mayor proposed that public hearings be set for the January 18th meeting for items 1,2 and 7.
Motion- To set the following three public hearings for January 18,1999 at the Village Office:
Trustee Cliff Buck moved to set these three public hearings for January 18, 1999 and Trustee Larry Fresinski seconded the motion. A vote was taken:

The Mayor asked Jodi to get copies of the laws to the Trustees. He would like to look at Proposed Local Law E (1997) and Proposed Local Law F (1997) at the February 15th meeting and set a public hearing for Proposed Local Law B (1997) and the Village Lighting Plan for March 1st.
Audrey Kahin will be going to Southeast Asia to finish her book on February 2nd. She will be gone for two months, which almost brings her to the end of her term. She does not plan to serve another term on the Board of Trustees. Randy is going to check into the law to see what the Village may do to fill the vacancy.
