Village of Lansing

 

 

MINUTES of a meeting of the Board of Trustees of the Village of Lansing held on Monday, January 3, 2005, in the Village Office.

 

Present: Deputy Mayor Larry Fresinski; Trustees, Lynn Leopold, John O’Neill and Frank Moore; Attorney David Dubow; Clerk/Treasurer, Jodi Dake.

 

Deputy Mayor Fresinski called the meeting to order at 7:33P.M.and opened the public comment period. There was no public comment.

 

Motion-To Close the Public Comment Period  

 

Trustee Fresinski moved to close the public comment period. Trustee O’Neill seconded the motion. A vote was taken:

Lynn Leopold arrived at the meeting. The next item on the agenda was the approval of the minutes for December 20th.

 

Motion-Approval of Minutes for December 20, 2004

 

Trustee O’Neill moved that the draft meeting notes, as reviewed and revised by the Clerk/Treasurer and the Board, are hereby adopted as the official minutes. Trustee Leopold seconded the motion. A vote was taken:

Larry informed the Board that the Village of Lansing Planning Board has completed the review of the 1999 Comprehensive Plan scheduled to be done in 2004. A memo went out today to the email list. This review consisted of updating the background chapters (1-6) based on information available in the 2000 Census (as well as changes that have occurred in the Village and in the Village’s Land Use regulations since the adoption of the plan.) The chapters on Goals and Recommendations (7) and the Village Plan (8) were reviewed but did not warrant any significant changes at this time. The plan is available at the following locations: Tompkins County Public Library, Town of Lansing Library, Village of Lansing Office or on the Village of Lansing web site at http://www.vlansing.org/Table Contents Comp Plan.htm. The web version has links to go to different chapters. It is indexed by search engine so you may also search by key words. Comments are to be made to Carol Willard via e-mail to clerkpt@vlansing.org. Comments should be submitted prior to the Planning Board Public Hearing tentatively scheduled for January 25th.

Dubow stated that procedurally the Planning Board has been authorized by the Board of Trustees to review and amend as they deem appropriate the 1999 document.  The Planning Board is required to hold a public hearing, after which additional amendments may be made.  Following that process, the revised document will presumably be recommended to the Board of Trustees and they must also hold a public hearing before ultimately approving the newly revised Plan. The SEQR review process will also have to be completed. The Board wondered what the major changes actually were. Lynn stated that the census data was updated along with housing. The Board also wondered if the document should be reviewed sooner than 2015 as is indicated in the current draft due to the major growth that will be taking place in the next few years. David explained that this was a maximum interval. Larry suggested maybe adding a comment to the document stating that we expect significant change in the next few years because of the building occurring.  Lynn feels if we let it go too long it’s more out of date and a larger task to update.

 

Larry stated that nothing new has happening with the N. Triphammer Road Project. The next project meeting is January 12th. Larry explained the NYSEG/utility moving situation again to the Board.

 

Lynn has had complaints of a chronic failing septic system on Oakcrest Road. It is draining into McKinney Creek and the smell is awful. She told the resident that made the complaint to call John Andersson at Tompkins County Environmental Health. The sanitary code is under the County’s jurisdiction. Lynn will also check on this as a Board member.

 

Frank had a complaint about the bow hunting in the Village. He had a deer in his yard with an arrow in his behind. He thinks people must be hunting in the Village. It is possible that the deer wandered in from the Town of Lansing. The Board discussed the problem of having too many deer in the Village.

 

Larry asked David how the codification was coming. David had spoken with Randy Marcus and he should have some time this month to work on it.

 

Frank commented on how clear the pedestrian way is now that the Village is using straight salt on the roads. However, the salt seems to leave a film on vehicle windshields. Lynn stated that there are pros and cons to both using all salt and not doing so.
