Village of Lansing

 

 

MINUTES of a meeting of the Board of Trustees of the Village of Lansing held on Monday, August 16, 2004, in the Village Office.

 

Present: Mayor Donald Hartill; Trustees Lynn Leopold, John O’Neill and Frank Moore; Attorney David Dubow; Clerk/Treasurer, Jodi Dake; TG Miller Engineer, David Putnam.

 

Mayor Hartill called the meeting to order at 7:34P.M.and opened the public comment period. There were no comments.

 

Motion-To Close the Public Comment Period  

 

Trustee Leopold moved to close the public comment period. Trustee O’Neill seconded the motion. A vote was taken:

Dave Putnam reported that the Kline Road Bypass Project is proceeding. Bat-Con will start once they receive a ship date for the flow meter. The project is expected to take about two weeks. Dave stated that this is a well run company. Dave has dealt with the same foreman on several different projects over the years.

 

Don and Dave will be meeting early next week to discuss the Northwood Project. A sketch plan will be done that extends the south bound one-way road. Since the Village does not allow parking on it’s streets, an arrangement will be made with Northwood to grandfather in the current parking on Northwood Road at the end of the apartment complex. The Village would construct the road and then the road would be dedicated to the Village. A simple agreement will be needed to allow for the Village to work on the property before it is dedicated. This will solve the Village’s problem of having a public road attached only by a private road.

 

Since two members of the Board were not present at the Wednesday noon meeting, the Mayor reviewed what had happened. At the Wednesday meeting the Board accepted the lowest bid for the N. Triphammer Road Project. The three bids were:

 

            CCI Companies, Inc                             $5,923,791.80

            Economy Paving Co., Inc.                    $5,456,789.48

            Suit-Kote                                             $5,162,631.00

 

The Board members that were not present at that meeting agreed with the awarding of the contract to Suit-Kote. Suit-Kote is one of the major asphalt suppliers on the east coast.  Some of the current projects they have done include Route 13 and the rest stop on I81. Don stated that the total project is about $200-300,000 less than he had anticipated. On top of the contract there will also be about $400,000 in construction engineering costs. Fisher will provide us with a dedicated engineer who has done this for them on other projects. Dave Putnam will also help the Village out. There will be a preconstruction meeting here at the Village office next Wednesday. Following that meeting, we will better understand what they plan to complete this season and then we will be able to schedule a resurfacing of N. Triphammer Road this fall so that the road will make it through the winter. This resurfacing is part of our general highway maintenance budget.

 

The Mayor stated that letters would go out to Village property owners that would be affected by running the proposed new sewer line down the old Shortline railroad bed. A meeting will be planned in September to meet with these residents to hear their concerns. The other possibility is to run the sewer line down Cayuga Heights Road. Frank asked about running the sewer line down by the lake. This option would be very expensive and wouldn’t work because of the railroad and the setback requirements. In late September we should have a plan so that we can go forward. The Town of Lansing can’t set up sewer districts until we know where the Town’s sewage will exit the Town’s boundaries.

 

John O’Neill had looked at the Code Officer’s Report and questioned the Flea Market that will be held at the Cinema Building behind Triphammer Mall. Don explained that this is a high traffic commercial area and it is a permitted temporary use.

 

Lynn stated that she had spoken with Chris Gardner regarding a Beautification Grant. She explained that in Tompkins County this beautification money comes from the Room Tax. Lynn will meet with Chris Thursday afternoon to discuss getting monies for the landscaping along N. Triphammer Road. Don estimates our landscaping costs for the N. Triphammer Road Project to be ~$450,000. Lynn explained that the allocation of monies needs to be approved by the Board of Representatives and allocated by December. Lynn will also do a one page report on what was done with the $500 we previously received for beautification. Chris will also be able to advise Lynn on what to plant at the brick sign by the Trust Co. Other suggestions were to plant some perennials and bulbs along the walking trails. Don suggested that this may be a project we could get volunteer students to help with. Lynn has all the paperwork and will submit a proposal by October 1,2004.

 

John O’Neill asked if the Village would be paying for the common curb cuts along N. Triphammer Road. Don thinks we are and suggested that John take a set of drawings to further research his question. Don will also look into this further.
