Village of Lansing

 

 

MINUTES of a regular meeting of the Board of Trustees of the Village of Lansing held on Wednesday, July 11, 2001, in the Village Office.

 

Present: Mayor Donald Hartill; Trustees Janet Beebe, Larry Fresinski, Lynn Leopold, Frank Moore; Jodi Dake, Carol Willard, Benjamin Curtis, Rick Beckwith, Gregory Spicer and Dennis Reinhart.

 

Mayor Donald Hartill called the meeting to order at 12:17p.m.

 

Rick is doing the second round of roadside mowing. Janivar Dr. trail area is all seeded.

 

Larry asked Carol where we were with the codification. She is still waiting on pieces. Dennis needs to get the road specifications to her. Carol thought it was in the Trustees’ hands. Larry has put the codification on the website and had good comments on it. Local Laws 2-5, 2001 need to be incorporated. Jodi has them on her computer so it should be very easy. Lynn has not looked at the document. Don suggested we get all the pieces and revisit this in September. Carol will shepherd this project. The index will need to be worked on together.

 

Janet reported two positive comments on the traffic signal at Graham Road. There was a complaint about the lawn by CFCU’s new building. Rick took care of it yesterday. Mr. Wilhelm would also like it if the Village would take care of the strip along N. Triphammer that has been acquired from him. Rick will mow it. She was also questioned as to why the property value on Dart Drive keeps going down. Don explained that there was a reassessment this past year and that wasn’t necessarily the same as an appraisal. Janet met with the Recreation Partnership Board and they would like to increase the budget by 3% to start a contingency fund. This will be discussed further in the fall.

 

Lynn received a letter from Frank Proto, chairman of TC Water Resource Council requesting a letter of support to County Representative Dooley Keifer to have the TC Board of Representative fund a study. This study would be used to help determine the quality of groundwater supplies, potential impacts of adding consumptive users on groundwater supplies, estimating path and time-of-travel of potential groundwater contamination, and protecting groundwater recharge areas. The Mayor suggested we discuss this at the next board meeting. Lynn feels it is worthwhile to support this. Lynn noticed that she was listed as the EMC Representative when in fact our official representative is John Dennis. Lynn gave a watershed update.

 

Don informed the Board that tomorrow’s sewer meeting was canceled. The City of Ithaca is trying to figure out its costs. Cost data will be available at the July 29th meeting. The Warren Rd. sewer reconstruction starts July 16th. The Mayor anticipates a 100,000-gallon remediation. Once this is completed he will go to the Village of Cayuga Heights and get 30 more sewer units. Cornell in part funds this project and that is how we benefit.

 

Monday there was a meeting with all the parties involved in the Uptown Rd. project. Suite-Kote will be paid. There is a design process underway to fix Uptown Rd. It will probably be microsealed. Dennis feels this is a good hard surface. He likes the idea.

 

Jodi requested any encumbrances that need to be done so she may close out the year.

 

Don has tried to contact Jack Little but he won’t be in until this afternoon. The staff would like to get Jack in to discuss the NYS Retirement Plan.

 

Ben stated that the final plans for the Ornithology Lab came today. Applebee’s lighting plan has been approved. The Planning Board is reviewing Pyramid’s Signage. Ben spoke with Paul Tunison and will can build racks on wheels for storage over in the pump house next to our office. Ben is designing these racks. Don also informed the staff the roof on the pump house was going to be redone.

 

10 Brown Rd. and 36 Thornwood Dr. are almost complete. Ben recommended that the Trustees authorize a Temporary Certificate of Occupancy for these two building shells, which would expire December 31, 2001. He also suggested a nominal security of $10,000 be placed on deposit with the Village for each building pending completion of the work.

 

Resolution #3797-To Authorize a Temporary Certificate of Occupancy for 10 Brown Road and 36 Thornwood Dr. Which Would Expire December 31, 2001 with a Nominal Security Deposit of $10,000 for Each Building Contingent Upon Satisfaction of all Other Codes and Life Safety Issues.

 

 Trustee Lynn Leopold moved that this resolution be adopted and Trustee Janet Beebe seconded the motion. A vote was taken:

The Mayor proposed a motion to approve the vouchers.

 

Resolution #3798- Abstracts of Audited Vouchers

 

Be it RESOLVED, that Abstract of Audited Vouchers No. 14 for the General Fund, in the amount of $2,340.59, is hereby approved for payment, and 

 

Be it RESOLVED, that Abstract of Audited Vouchers No. 2 for the General Fund, in the amount of $27,722.90, is hereby approved for payment, and 

 

Be it further RESOLVED, that Abstract of Audited Vouchers No. 14 for the Water Fund, in the amount of  $490.00, is hereby approved for payment, and 

 

Be it further RESOLVED, that Abstract of Audited Vouchers No. 2 for the Water Fund, in the amount of  $1,137.73, is hereby approved for payment, and 

 

Be it further RESOLVED, that Abstract of Audited Vouchers No. 14 for the Sewer Fund, in the amount of  $595.00, is hereby approved for payment, and 

 

Be it further RESOLVED, that Abstract of Audited Vouchers No. 2 for the Sewer Fund, in the amount of  $302.56, is hereby approved for payment, and 

 

Be it further RESOLVED, that Abstract of Audited Vouchers No. 2 for the Capital Projects Fund, in the amount of  $26,283.37, is hereby approved for payment

 

Trustee Larry Fresinski moved that this resolution be adopted and Trustee Janet Beebe seconded the motion. A vote was taken:

Dennis announced that the topcoat has been done on Pyramid Drive. There is still one left to do. The tapered edges that Stan Biskup had come to the Board to complain about have been fixed. The owners of the house on Colbert’s property on N. Triphammer Rd. have contacted Dennis to see if the arm of the signal light on N. Triphammer can be moved so that they can move that house to Bush Lane. Brush hogging has been done from Coventry Walk to Wakefield Path. Don told Dennis to have Swartout build a bridge as they said they would.

 

The path is marked off on Viola Miller’s property but there is still a question of a 10-inch strip of land that was reserved when Ivar Jonson’s subdivision was approved. This is illegal and Dennis will contact Randy to deal with this issue.

 

Don is working with Paul at Bolton Point to design a road that would go down to their pump station on the lake.

 

Larry contacted Dave Herrick to get some information for Tim Buhl regarding underground utilities on N. Triphammer Rd. In talking with Dave, he said he would be interested in doing this estimate. The Mayor is nervous about having all of our eggs in one basket and was inclined just to stick with Tim.

 

Resolution #3799-To Authorize Larry Fresinski to Sign a Contract on Behalf of the Village of Lansing with Timothy Buhl in an Amount not to Exceed $2,000 as Long as the Terms and Specifications Meet Larry’s Specifications

 

Trustee Larry Fresinski moved that this resolution be adopted and Trustee Frank Moore seconded the motion. A vote was taken:
