Village of Lansing

 

 

MINUTES of a regular meeting of the Board of Trustees of the Village of Lansing held on Wednesday, June 13, 2001, in the Village Office.

 

Present: Mayor Donald Hartill; Trustees Larry Fresinski, Lynn Leopold, Frank Moore; Jodi Dake, Benjamin Curtis, Rick Beckwith, Gregory Spicer and Dennis Reinhart.

 

Mayor Donald Hartill called the meeting to order at 12:25p.m.

 

Rick informed the Board that the rider mower had to be repaired but is now up and running. Everything is going well, better than expected. Rick introduced Greg Spicer, the part time temporary help for the summer. The Board gave Rick permission to throw away all the old computer boxes that have been stored up in the garage.

 

Lynn gave an update on the Intermunicipal Organization Educational Committee. They’ve held public meetings around the area to suggest measures that can happen around the watershed of which most are at the municipal level. The final version of the proposal should be out by mid July. The IO is also writing a grant to continue. Lynn feels that the Village already has plenty of things in place that are in line. The biggest concern for the Village is the run off. The County has purchased a hydroseeder, which the Village can borrow.

 

Larry has spoken with Peter Novelli and he isn’t interested in getting involved with our  

N. Triphammer Rd. Project. He has recommended someone else that would be interested in helping us get an estimate for what it would cost to get the utilities along N. Triphammer Rd. underground. Larry has noticed a difference in the cycling of the traffic lights on N. Triphammer. Dennis stated that it was probably because the loop was fixed at Top’s and the controller was reset.

 

Don has a meeting at the Village of Cayuga Heights on Thursday afternoon to discuss sewer. There is also a sewer meeting Thursday morning. Don had gone to the Village of Cayuga Heights Board meeting last Monday asking for 6 more sewer units but it was rejected. Don asked Dennis if he ever televised the sewer lines at Ripple’s property. Dennis did and found nothing. Dennis plans to have the area flushed every 6 months.

 

Jodi has been collecting taxes. There is a problem with the tax exempt vacant land having a per $1,000 charge on their tax bills. It only affects a few properties. The Assessment Department is trying to work it out and figure out why it happened.

 

Ben received an email from Frank concerning getting Jack Little to come in and brief the staff on the NYS Retirement Plan. He thinks it’s a great idea. The mayor will call Jack Little and set up an appointment for him to come in possibly the Wed. meeting in August.

 

Last Tuesday at the Joint Transportation and Planning meeting Don had a chance to speak with a representative from NYSDOT and he asked how long it would take for N. Triphammer Rd. plans to be reviewed by NYSDOT and the Fed’s. He stated that it should only take 2-3 weeks so we should still be ok to start the project next construction season.

 

Resolution #3779- To Support Having the City of Ithaca Do the Maintenance for our Traffic Lights as Stated in the April 24, 2001 Letter From Richard Ferrel, Asst. Supt. Of Public Works, City of Ithaca

 

Trustee Larry Fresinski moved to accept this motion and Trustee Lynn Leopold seconded the motion. A vote was taken:

The County owns some of the traffic lights in the Village but we share the expense. Dennis will explore how this will work with Mike Lane.

 

Dennis informed the Board that Bush Lane has been completed. There is a problem where the road drops off approximately 15 inches in some spots. Topsoil will be brought in to fix this problem. Suit-Kote will be doing crack sealing on Janivar and in the Brook Drive neighborhood. The Universal Traffic Control Device Manual has been revised so Dennis will need to buy the new manual.

 

Ben stated that Chasen, the company hired to do the EIS, has contacted us for data. Pyramid will be in for a refund of their building permit. Ben will be interviewing Sy Smidt and it will air Monday at 8:30pm. Don informed Ben that Phil Dankert would be replacing Steve Halevy on the Lighting Commission.

 

Larry has been sending summarized emails to people from the webpage and they seem to like this. This is in an effort to keep people informed especially once the N. Triphammer Road Project begins. He has also but information about Rita Smidt’s book on the webpage.

 

The Mayor proposed a motion to approve the vouchers.

 

Resolution #3780- Abstracts of Audited Vouchers

 

Be it RESOLVED, that Abstract of Audited Vouchers No. 13 for the General Fund, in the amount of $27,404.98, is hereby approved for payment, and 

 

Be it RESOLVED, that Abstract of Audited Vouchers No. 1 for the General Fund, in the amount of $58,717.74, is hereby approved for payment, and 

 

Be it further RESOLVED, that Abstract of Audited Vouchers No. 13 for the Water Fund, in the amount of  $1,919.07, is hereby approved for payment, and 

 

Be it further RESOLVED, that Abstract of Audited Vouchers No. 1 for the Water Fund, in the amount of  $7,000, is hereby approved for payment, and 

 

Be it further RESOLVED, that Abstract of Audited Vouchers No. 13 for the Sewer Fund, in the amount of  $62.48, is hereby approved for payment, and 

 

Be it further RESOLVED, that Abstract of Audited Vouchers No. 1 for the Sewer Fund, in the amount of  $107,665.00, is hereby approved for payment, and 

 

Be it further RESOLVED, that Abstract of Audited Vouchers No. 1 for the Capital Projects Fund, in the amount of  $14,987.50, is hereby approved for payment

 

Trustee Larry Fresinski moved that this resolution be adopted and Trustee Lynn Leopold seconded the motion. A vote was taken:

Ben stated that Ivar & Janet Jonson have been asking for sewer units and he wanted to know what to tell them. Don stated that the lawyers are working on it.
