Village of Lansing

 

MINUTES of a regular meeting of the Board of Trustees of the Village of Lansing held on Wednesday, March 14, 2001, in the Village Office.

Present: Mayor, Don Hartill, Trustees Janet Beebe, Larry Fresinski, Lynn Leopold, Frank Moore; Jodi Dake, Carol Willard, Benjamin Curtis, Rick Beckwith and Dennis Reinhart.

Mayor Donald Hartill called the meeting to order at 12:16 p.m.

Rick reported that he attended the Equipment Show in Syracuse. He suggested that we buy a new Bobcat Skidster for ~$13,000. We’ve had ours for 7 years, no problems yet and we could get $7-8,000 on a trade in. Larry didn’t think we should trade in equipment if it works ok and there weren’t any mechanical problems. Don explained that it was hydraulic and that there probably would never be any mechanical problems but it would be costly if the hydraulics went bad. Don asked Rick to look into the likely costs and the Board will consider it.

Carol will get the newsletter out on Monday. The codification is all done except for one section. After this Carol will need someone to adjust some of the glitches in the programs format. There is a scheduled adoption date of May 2001.

Janet had nothing to report since she missed the Recreation Partnerships meeting yesterday because of work obligations.

While out convassing, Lynn heard complaints from residents regarding "Kate’s Hole". They were concerned with the debris upstream and the possibility of it getting plugged up. Don will speak with Bob. Jim Porterfield commented that he still has glass in his ditch from an accident that happened in 1990. Dennis stated that we can’t clean it out because it is on bedrock. Don suggested sending him a letter. Dennis thought we had done that about 3 years ago. It was suggested we clean out each end of his culvert. Another concern was the speed of traffic on East Shore Drive after the curve right at the Village line. This is a State concern.

Frank heard no complaints while he was out collecting signatures. People seemed generally happy with the light at Graham Road but unhappy with McDonald’s red roof.

Don reported no changes in the sewer situation. Lynn asked what happen when Alan Cohen received the letter from the Village & Town of Lansing on sewer. The Mayor said that his response was "didn’t see any fundamental problems". It seems as if the Village of Cayuga Heights is now conducive to a partnership. Due to the snowstorm last Monday, the Town of Ithaca canceled it’s meeting where they were to hold a public hearing on doing the repair to the Hanshaw Road sewer line. There seems to be an issue of two big trees and an elaborate treehouse being in the way. Cornell Real Estate has agreed to pay for this repair so that the Village of Lansing can get some more sewer units. The Village only has 1 sewer unit left. Don will be sure to have Brent Cross witness the before and after of this project relative to inflow and infiltration.

Ben stated that 36 Thornwood and 10 Brown Road foundations are complete. Tops is holding up Applebees because the mechanicals are in the Tops building which they can’t get to. Applebees is scheduled to open in April. Applebees will be in for an amendment to the planned sign area at which time the Planning Board will ask them to plant a line of evergreens on the hill along Rt. 13. Now when you drive up Rt. 13 all you see is the mechanicals on Applebees roof. The Home Depot is moving along. They are ironing out details now. The Ornithology Lab and CFCU will both start soon. Ben has received calls from McDonald’s Corporate office and they say they are committed to getting covers on their roof lights. Donald has a meeting with Fred Remilard on Friday. Angelhearts sale is this week Thurs-Sun. in the old Montgomery Wards space.

Cable has gone to formal negotiations. The procedure for the formal negotiations requires that the public be given an opportunity to review the request for renewal proposal and Time Warner’s proposal for renewal prior to the public hearing. The proposal is available for inspection at the City Clerk’s office in the City of Ithaca.

Ben met with Janet to discuss employee issues. The employees would like to look into joining the New York Retirement Program.

Dennis received a call from the YMCA asking if they could use the Dankert Park for their T-ball program on Saturdays from 11:30 am- 1:30 pm from April 21-June 23. The YMCA is expanding and the field by the YMCA will not be available. It was ok with the Board. We have a no reservation policy but if the YMCA will be co insured and make signs to go up it would be ok if they hold their T-ball program there.

Empire will no longer do our traffic signal maintenance. The company doesn’t carry parts for our two new lights. The company that would be interested in maintaining the traffic signals is Syracuse Signal Systems for $1,980/year. The City of Ithaca maintains it’s own traffic signals and the Mayor suggested contacting them to see if they would be interested in subcontracting as part of an intermunicipal cooperation. Dennis also commented that the resale market is limited for the 12-year-old traffic lights, which we took down. The Mayor suggested we just hold onto them for another year until we decide if we need them for Craft Road.

While Larry was collecting signatures the chief concerns were low taxes and the brush pick up. Some feel that when the brush pick up occurred, a truckload was not collected.

Next the Mayor proposed a motion to approve the vouchers.

Resolution #3744- Abstracts of Audited Vouchers

Be it RESOLVED, that Abstract of Audited Vouchers No. 10 for the General Fund, in the amount of $17,789.55, is hereby approved for payment, and

Be it further RESOLVED, that Abstract of Audited Vouchers No. 10 for the Water Fund, in the amount of $10,082.57, is hereby approved for payment, and

Be it further RESOLVED, that Abstract of Audited Vouchers No. 10 for the Sewer Fund, in the amount of $339.07, is hereby approved for payment, and

Be it further RESOLVED, that Abstract of Audited Vouchers No. 10 for the capital Projects Fund, in the amount of $18,200.00, is hereby approved for payment, and

Trustee Lynn Leopold moved that this resolution be adopted and Trustee Larry Fresinski seconded the motion. A vote was taken:

Lynn asked Dennis when we were going to set up the radar on Dart Dr. It has just come back from being repaired and once we plow a space for it it would be set up.
