Village of Lansing
MINUTES of a regular meeting of the Board of Trustees of the Village of Lansing held on Wednesday, February 14, 2001, in the Village Office.
Present: Mayor, Don Hartill, Trustees Janet Beebe, Larry Fresinski, Lynn Leopold, Frank Moore; Engineer, Dave Putnam; Jodi Dake, Carol Willard, Benjamin Curtis, and Dennis Reinhart.
Mayor Donald Hartill called the meeting to order at 12:12 p.m.
Dave Putnam gave an engineer’s report. He will have the budget numbers ready for Don on Monday. Don asked him to include a right turn lane out of Sevanna Park in these numbers. There seems to be a problem with United Asphalt not paying their subcontractors. They are still in business. Despite a call to them they have not submitted a final bill. They had problems with the asphalt coming up and are having it tested to see whose problem it is. The Village is not responsible or at risk. It is a bonded project. They have not been given a Certificate of compliance.
Carol asked the Board if they would like to continue getting the Planning Board minutes. We used to send them to all the surrounding municipalities but she has called them and many do not want to receive them since they are on the webpage. The Board members would like to keep getting the Planning Board minutes on paper. Randy met with Carol this morning to go over the codification. There are some details that she will need help with because she doesn’t know how to fix them. When asked what month to put on the document for revised, the Mayor suggested May. Carol needs everyone’s newsletter articles by March 1st.
Janet reported that the Recreation Partnerships Board is still working on the bylaws. Janet was concerned because the bus has some trouble getting around the corner at Uptown with the two lanes. Dave commented that is only the long bus and if they take the left and right lanes they can get around. There is a space constraint on that corner so there is nothing the Village can do. Don asked Dave to send a letter to TCAT explaining how to solve this situation.
Last week Lynn went to the public participation meeting for the intermunicipal organization. There were many people in attendance and they discussed the Cayuga Lake Watershed issues. Agricultural practices were the major concern. Education was another big issue. Tonight there is another meeting at Boynton Middle School.
All of the trustees attended the sewer meeting, which Alan Cohen held at the Ramada last Saturday. There were main 3 issues brought up, 2x rate, and use of agricultural land and individual partnership expansion. The Town of Lansing stated that the 2x rate was not acceptable. It is cheaper for them to build another plant than it is to join in, though the State would rather see them join an existing plant. The Village of Lansing has a number of options. Alan explained why they felt the 2x rate was reasonable and no one agreed. The last issue was tabled for discussion at a later date.
Don stated that the next sewer meeting is February 23rd and that he will be sending a letter of our counter proposal which is 1x rate, forget the agricultural issue and have a front end buy in. The Ithaca Plant was in part federally funded.
Don continues to push the I&I issue. There are also some opportunities in the Village of Cayuga Heights.
Lynn stated that Pyramid reconfigured their site again since JC Penney’s is leaving the mall. The Planning Board issued them a permit for these changes. March 24th is the next hazardous waste day in Tompkins County. Lynn will write something up for the newsletter.
Larry has not sent a letter to Barry Stevens at NYSDOT Operations yet because he is still collecting data on the traffic signals. Dennis said that the Graham Rd. light could not be synchronized with the other lights because there is too much distance between them.
Most of Don’s time has been dealing with the sewer activity. He had a nice meeting with the Lansing Trails people last Tuesday. They are very interested in roads and what the Village will do with the land gift from the Edelman’s. He got many volunteers for a committee that will discuss the issue of what to do with this gift. Don is still trying to get together with the Colberts to discuss taking over the road into Northwood and making it a public road.
Ben informed the Board that McDonald’s has taken issue with the roof and parking lot lighting. Their temporary Certificate of Occupancy has expired so he would like the Board to consider renewing the CO. McDonald’s is working on correcting all the punch list items. Lynn commented that they are acting in good faith and trying to remedy the lighting issue.

It was pointed out that McDonald’s dumpster has bad placement. A dump truck must drive against traffic to dump it. It was suggested that McDonald’s schedule pick up for early morning so not to interfere. McDonald’s is also having a problem with the wind catching their door on the south side and pulling off the hinges. They turned the door around but it wasn’t handicap accessible so Ben made them put it back to the original direction.
Ben stated that the cable negotiations are nearing agreement. There will be full use of 2 fibers for the INET, which will run to The Town’s of Lansing, Ulysses, Caroline, Groton and TC3. There will be a splice point where the Village can hook in. It has been requested that Time Warner provide free Roadrunner until the INET is hooked up. Ben will talk to Larry to discuss some of the details. Ben will be out next week.
Don stated that the design is done to fix the I&I problem in the Town of Ithaca. Don asked Dennis to include in his budget proposal an item for Yaw’s to go through our sewer system and check for any problems or areas we can save on I&I.
Dennis reported that the radar sign has not been placed on the road because the Village of Cayuga Heights does not put it out in the winter. In the spring it will go on Oakcrest, Cayuga Heights, N. Triphammer and Burdick Hill Roads. The trail on Viola Miller’s property has been cleared. Dennis has received great reviews from everyone in the Arrowwood Medical complex in regards to the new traffic light. While talking with everyone he found that everyone is usually out of the complex by 8:30pm and he proposed turning off the streetlights earlier and he wanted to get rid of the streetlight at Graham Road intersection. Don didn’t feel we saved enough money to justify this. This is the 3rd year for the dump truck and Dennis asked if we should do as we’ve done in the past and send it to auction and get a new truck. Now is the time to order it and the Mayor told him to go ahead and start the process.
There have been 5 water main breaks. 4 in 8 days! On Monday there was a break in the private line under Pyramid Drive. Homik is not taking responsibility for it and says it was taken over by the Village when they bought Pyramid Dr. Dennis doesn’t think so and is still checking into it. Randy Marcus and Jack from Bolton Point both think it is Homik’s responsibility. It will be a very expensive repair because it is a very deep hole. Since it is a very busy road, the Town of Lansing will be fixing it tonight at 11pm.
Next the Mayor proposed a motion to approve the vouchers.

Be it RESOLVED, that Abstract of Audited Vouchers No. 9 for the General Fund, in the amount of $49,276.71, is hereby approved for payment, and
Be it further RESOLVED, that Abstract of Audited Vouchers No. 9 for the Water Fund, in the amount of $80,205.36, is hereby approved for payment, and
Be it further RESOLVED, that Abstract of Audited Vouchers No. 9 for the Sewer Fund, in the amount of $629.30, is hereby approved for payment.
