MINUTES of a meeting of the Board of Trustees of the Village of Lansing held on Monday, January 15, 2001, in the Village Office.

PRESENT: Mayor Donald Hartill; Trustees Lynn Leopold, Larry Fresinski, Frank Moore and Janet Beebe; Village Attorney Randy Marcus; Steve Halevy, Planning Board Acting Chairman.

Mayor Donald Hartill called the meeting to order at 7:33P.M. The Mayor opened the public comment period. There was no public comment.

Motion-To Close the Public Comment Period

Trustee Lynn Leopold moved to close the public comment period. Trustee Larry Fresinski seconded the motion. A vote was taken:

Next on the agenda was a public hearing on putting the Arrowwood Dr. streetlights on a timer.

Trustee Janet Beebe moved to open the public hearing. Trustee Lynn Leopold seconded the motion. A vote was taken:

The Village pays for the electricity to have the streetlights on Arrowwood Dr. If they are put on a timer it will save the Village a significant amount of money without impacting the safety issue in this area. There will still be light up in that area because the buildings are all lit and so is the parking lots.

Trustee Frank Moore moved to close the public hearing. Trustee Larry Fresinski seconded the motion. A vote was taken:

Randy stated that there was no statutory governance on streetlight timers.

Resolution#3736-The Board of Trustees Authorizes the Streetlights on

Arrowwood Drive to be Put on Timers in

Accordance with the Schedules Sent to the Property

Owners and Tenants in this Area.

Trustee Lynn Leopold moved to accept this resolution and Trustee Larry Fresinski seconded the motion. A vote was taken:

The only thing Dave Putnam had to report was that the poles were set today for the Warren Road traffic light. They will be operational in a couple of weeks. The Mayor asked about the water tank. Dave said it would be done this year. Don asked Dave to start thinking about next year’s budget.

Next on the agenda was the consideration of a library resolution. At last month’s meeting representatives from the Lansing Community Library Center came to the Board looking for support. Don explained that a gift would be above and beyond the $6,000 which the Town of Lansing has already given them. Village residents pay Town taxes also but he is willing to go a little beyond this to $1,000-1,500. The library will be easier for Village residents to access than the County Library downtown. All the Board members thought the library was a good idea and that it was important to show our support. Frank thought $1,000 was very generous. He stated that the Director of the Tompkins County Library is very supportive of this branch. The remainder of the Board thought $1,000 seemed reasonable. The Board decided that they would give the Lansing Library a one-time contribution of $1,000. The Mayor will write a cover letter to them telling them of the contribution and ask for an article to put in our next newsletter.

The Mayor recapped the Wednesday sewer meeting for Randy. Randy will research a few points regarding justifying the costs of sewer permits for Don. The next sewer meeting is January 24th.

On February 10th from 11am-1pm there is a briefing for all elected officials to learn about the proposed sewer agreement. Alan Cohen is holding this meeting at the Ramada free of charge and it includes lunch. It would be a great meeting for all the trustees to attend.

Mayor Hartill stated that Brent has confirmed that there will be 14 additional sewer units available to the Village once we do the sewer repairs in the vicinity of the Convenient Care Center. Lynn wondered if we could do any other repairs anywhere else. Don stated that he would like to have Yaw’s do another inventory again soon.

Kate Hackett, Tompkins County water resources planner, and Craig Schutt, conservation district manager for TC Soil & Water, gave a presentation on the Tompkins County Flood Hazard Mitigation Program. This program was started back in 1997 in response to the January flood declaration. The objective is to minimize damages caused by future flood events. Tompkins County has $25,000 allocated to help against flood damage. This money can be used for either private or public lands. To be considered for this money you must have matching funds from a municipality. TC will only pay up to 1/3 of the cost for any project. If someone is interested in getting funding they must first fill out a pre-proposal request. Then the next step is a final proposal/application, which is more technical. There is a five member advisory committee that reviews and prioritizes the applications. If a municipality does not support the project then TC won’t fund it. The typical project size is $5,000 or less per municipality. Kate and Craig left the Village with useful information for the Village to have available for its residents.

Randy gave the board a status sheet on the N. Triphammer Property Acquisitions. He has 6 contracts back and has spoken with many attorneys representing the owners of properties along N. Triphammer. He asked the Board when he should start sending the abstracts out to be updated. The Board agreed that a stub search, rather than production and update of a complete duplicate abstract (at more than double the expense to the Village) should be done as they come in. Jodi will do tax searches for each property.

Frank stated that he attended Matt Schulman’s ad hoc committee meeting which discussed the maintenance and enhancement of agricultural activity in Lansing.

Jodi presented the Board with a request from a Village resident, Frankie Lechner, to have her penalties removed from her water bill. She stated that her bill was not late in July and that she mailed a payment for October that was never received. Village records indicate that the July payment was, in fact, received after the due date. Since the October payment could be lost in the mail, the Board decided that in good faith it would give her a one-time one-month refund of her late fees for the October payment. This will appear as a credit on her next bill.

Resolution#3738-The Board of Trustees Agrees to in Good Faith give Frankie Lechner Credit for One Months Late fees on her Water Bill in the Amount of $3.27.
