Village of Lansing

 

MINUTES of a regular meeting of the Board of Trustees of the Village of Lansing held on Wednesday, August 16, 2000, in the Village Office.

Present: Mayor Donald Hartill; Trustees Larry Fresinski, Lynn Leopold, Frank Moore; Jodi Dake, Benjamin Curtis, Dennis Reinhart, Richard Beckwith, Greg Spicer and Carol Willard.

Mayor Hartill called the meeting to order at 12:15pm.

Ben stated that Home Depot’s actual permit isn’t in but they’ve talked to him about it. Old Navy is scheduled to open by the end of August. We will also probably see a Borders Book Store and a Linen Store coming to the Pyramid Mall. Tops is behind schedule. They will be in for a minor change for Applebee’s.

In September the Village of Lansing will be hosting the Building Officials Conference. The BOCA Conference is in Rochester this year. Ben would like to go. Mayor had to objections to him going to this Conference. BOCA will pay half of the expense.

Next Don proposed a motion to approve the vouchers. There is a 3-day Planning Federation meeting in Burlington which 3-4 members of the Planning Board would like to attend. The topics that are to be covered are a lot of the things the Village is dealing with now.

Ben is still trying to get rid of the old Cadillac that was dumped at the corner of Cedar Lane & Cayuga Heights Road. Ben has the registration number. Lynn suggested Ben call Paul at Solid Waste and he could take care of it. It’s illegal dumping.

McDonald’s has a slight design change, which Brent Cross came up with that will eliminate a big retaining wall.

The Planning Board is looking at a potential lighting problem should Hollywood Video occupy a spot in the Top’s Plaza. The Planning Board is coming up with ideas as to how to regulate decorative lighting without going overboard. The Board agreed that we want to minimize light pollution. The Village has provisions in the Lighting Plan.

Larry is testing wireless connections to see if it is possible for the Village. He is trying to minimize the cost of connecting Roadrunner.

Don has 2 sewer meetings next week. If a full EIS is done it will be a year before we get sewer. If he can convince them to take a small piece of the Kline Road Bypass out as an improvement of existing structure we could get sewer sooner. He will know on August 22nd.

The Mayor commented that the roadsides look really good this year. Rick stated that he has cut a lot more this year with the new tractor.

Lynn will be going to a joint meeting between the Cayuga Lake Network and IO groups. She also announced that Bud Gerkin died 2 days ago.

Carol has spent a lot of time doing the minutes for the Planning board and BZA and only has four left to do. Randy will be gone all next week. She also announced that the Lansing Community Newspaper was closing. This is a shame because we got so much good information published there.

Rick introduced Greg Spicer to the Board. Rick has a new green Dodge dump truck. The old truck will probably go to the Monroe County auction.

Dennis was concerned with the letter that Brent Cross gave to the Board on August 14th concerning the dedication of Janivar Drive Extension. Last year the road was put in. Where they did road crossings the road settled six inches. The road is in terrible shape. The problem was caused by the build up of the sides of the road. This didn’t allow for drainage. The solution may be to carve out the soil and use well draining material to allow the water to drain. The letter only deals with the surfacing and has nothing to do with this main problem and we have no guarantee that it will work. It was suggested that Randy draft a resolution to cover this. There is a Public Hearing on this Monday but the Board will not vote until more is understood.

18-20 people are currently working on the Uptown Road Project. Uptown Road is being opened up to 2-way traffic every night.

25 years ago $15,000-20,000 was spent to lay a sewer lateral across Pyramid Mall property so that Pyramid Drive didn’t have to be dug up. Ron Sherman came and showed Dennis where it was. This eliminates a road cut. Dennis attended a signal preconstruction Meeting and it was decided that they would start at the 4-way stop area. The poles should be in Sept. 12. All has gone through TG Miller so there will be no problems with the N. Triphammer Rd. reconstruction project. The wire from the old traffic signals can be taken to Wallace to recycle.

Viola Miller is ready to sign an easement for the trail going across her property and joining the Lansing Trail. Dennis proposed that this trail be grass and we plant 3-4 feet of wildflowers along each side. This would cost an additional $3-500. The board agreed that this was a good idea.

McDonald’s is putting a sleeve pipe under N. Triphammer. They will be working from 11pm to 6am.

Ben asked when the mayor thought N. Triphammer Reconstruction would take place. It will probably be 2002 but maybe start in 2001. The Mayor would like to model it after the Dryden Project.

The Mayor entertained a motion to approve the vouchers.

Resolution #3697- Abstracts of Audited Vouchers

Be it RESOLVED, that Abstract of Audited Vouchers No. 3 for the General Fund, in the amount of $61,978.05, is hereby approved for payment, and

Be it further RESOLVED, that Abstract of Audited Vouchers No. 3 for the Water Fund, in the amount of $75,905.57, is hereby approved for payment, and

Be it further RESOLVED, that Abstract of Audited Vouchers No. 3 for the Sewer Fund, in the amount of $214,650.38, is hereby approved for payment, and

Be it further RESOLVED, that Abstract of Audited Vouchers No. 3 for the Special Assessment Sewer Fund, in the amount of $8,910.00, is hereby approved for payment.

Trustee Lynn Leopold moved that this resolution be adopted and Trustee Larry Fresinski seconded the motion. A vote was taken:

Lynn suggested we send a letter of thanks to Phil Dankert for all his work with the Recreation Committee.
