Village of Lansing
MINUTES of a regular meeting of the Board of
Trustees of the Village of Lansing held on Wednesday, June 14, 2000, in the
Village Office.
Present: Mayor Donald Hartill; Trustees Lynn
Leopold, Frank Moore; Jodi Dake, Benjamin Curtis, Dennis Reinhart and Carol
Willard.
Mayor Hartill called the meeting to order at
12:16pm. Don commented that we have had some bad storms the last couple of
weeks. A lot of trees have been lost. Don stated that he had hemlock logs
available if anyone knows someone who would like them. There were wires down on
Cayuga Heights Rd, which was caused by a tree. Rick and Sheldon did a nice job
of cleaning it up. The traffic light was out for awhile and many roads were
closed in Cayuga Heights due to the storm.
Dennis stated that the rain has held up paving
but RC Wilson started paving today. On Tuesday the phone lines were taken off
the water tower at the airport so it may now be torn down. Ben stated that Ben
Nicholas called when he read that there was going to be a 190-foot cell tower
in the Village. This will not happen. The Town didn’t purchase the land; there
was only an easement for water only. The Village doesn’t own this land so it
can not be leased out to anyone for a tower.
Bell Atlantic is putting a tower on top of the Marriott.
Frank asked who got a Lyme Disease shot. It was
the last in a series of shots that Rick got. Frank wondered if it was
necessary. Dennis commented that they are picking up dead deer and there is a
possibility. It’s better to be safe than sorry.
Ben asked where we were with the meeting room.
Don stated that he had not really had time to think about it, but would like to
have Greg Bronson come in for the July 17th meeting to discuss the
different options with us. There is approximately $9,000 in this year’s budget
for audio-visual equipment.
Cable I-Net is working out pretty well. Schools
are all linked up. They’re looking into video arraignment. They’re now in negotiations.
Ben will be out the last week of June to July 3rd.
Pyramid Mall has a big pile of dirt that it got from the Tops site, which they
will be putting rye grass on. Pyramid is working on leases. It looks good that
we will get some kind of home store. The Marriott is moving along nicely.
We no longer have sewer units. Don is working on
this. McDonald’s should be in tomorrow to pay for its 5 sewer units that the
Village of Cayuga Heights has allowed to move to the new site. This leaves two
units at the present location.
Jodi has the new Williamson Law Book Tax Program
up and running. It works great!
Don stated that he was trying to convince the
consortium to go ahead and do the Kline Road Bypass. He is prepared to use our
borrowing power to finance some of the phosphorous issues.
Lynn went to the Intermunicipal Organization
Meeting. The Cayuga Lake Watershed Network and the IO are both working for the
same grant money. The IO is doing a lot of grant writing to run this group for
the next three years.
Since John Bailey has left, Don asked Frank if
he would be our Intermunicipal Sewer Group representative. One of this groups
main concerns is development triggered by the availability of sewer. The
current sewer partners have set a date of 7/15 to meet with the new partners.
DEC is the lead agency on the EIS. Stearns & Wheeler are dealing with the
technical issues.
Lynn asked if we have heard from Patch ‘n Seal.
Dennis stated that we probably wouldn’t hear from them since Randy Marcus sent
them a letter and told them that we did not want them back in the Village and
if they had any further questions they were to contact our attorney directly.
Rick had asked Carol to ask if Sheldon could be
paid for Memorial Day. Since precedence was set last year, he didn’t see a
problem with this. Since we paid Jay last year for Memorial Day and July 4th,
we will do the same for Sheldon.
Dennis will schedule a brush pick up and run an
ad in the Ithaca Journal to let people know when. The storms have done a lot of
damage. It will probably be the week after next. We’ll borrow the Village of
Cayuga Heights chipper and truck.
Ben added that the Ornithology Lab is moving
ahead. He expects them in later this summer. They’ve been discussing road
issues. During the two years of construction the road will be closed.
Next Don proposed a motion to approve the
vouchers.
Resolution # 3681- Abstracts of Audited Vouchers
Be it RESOLVED, that Abstract of Audited Vouchers No. 13 for the General Fund, in the amount of $38,996.29, is hereby approved for payment, and
Be it RESOLVED, that Abstract of Audited Vouchers No. 1 for the General Fund, in the amount of $5,355.35, is hereby approved for payment, and
Be it further RESOLVED, that Abstract of Audited Vouchers No. 13 for the Water Fund, in the amount of $71,742.85, is hereby approved for payment, and
Be it further RESOLVED, that Abstract of Audited Vouchers No. 13 for the Sewer Fund, in the amount of $168.39, is hereby approved for payment.
Trustee Lynn Leopold moved that this resolution be adopted and Trustee Frank Moore seconded the motion.
Frank asked if we bought two digital cameras. Jodi informed him that we only bought one and it was split between the planning & zoning budgets. Frank also asked Dennis what was the chip sealing that was done on Burdick Hill. Dennis explained that an oil emulsion was put down and then it was passed over with 1 S T rocks. This saves repaving and makes the road last longer. CNY has done the street sweeping in the Village but they will be back in a couple of weeks to pick up the loose stone on Burdick Hill Road. Frank asked if this stone was reused. The stone can’t be used for chip sealing again but it is taken to the Town of Lansing. Pete Larson adds it to his gravel pile and uses it in different ways.
