Village of Lansing

 

 

 

MINUTES of a regular meeting of the Board of Trustees of the Village of Lansing held on Wednesday, March 15, 2000, in the Village Office.

 

Present: Mayor Donald Hartill: Trustees John Bailey, Larry Fresinski, Lynn Leopold, Frank Moore; Jodi Dake, Benjamin Curtis, Rick Beckwith and Dennis Reinhart.

 

Mayor Hartill called the meeting to order at 12:18pm

 

Rick asked if we could start looking for our seasonal worker now. For safety reasons, it would be nice to have the additional person to help take down snow fence and be on the road with him during water main breaks. Don thought this was a good idea and asked Dennis if he could get the processed started. Dennis will put an ad in the paper.

 

John Bailey will attend the sewer meeting here in the Village office on Monday March 20, 2000 at 8:30am. He will also be meeting with the staff after today’s meeting then with Jodi on the budget issues.

 

Frank Moore stated that Nancy Bent passed away and that the memorial services would be April 9th at 1:30pm. Frank has had 3 meetings with Jodi on the water part of the budget. He has also spoken with Dennis and may need to speak with Dave Putnam. He took a tour of the Bolton Point plant and found it to be an amazing system. After the tour he didn’t remember ever seeing some of the tanks so he toured the Village area to see them.

 

Larry asked to receive an electronic version of the newsletter to put on our webpage. Larry spoke of the Intermunicipal Cable Commission contract and suggested that the I-Net has very little value. Don asked about the cost of getting Road Runner. Larry stated that commercial accounts are very expensive but he will contact Time Warner to find out the exact cost of Road Runner.

 

Don would like Carol to call the apartments to see if the tenants got their census forms. This Friday is the resource Sharing Meeting. Don explained that Tompkins County is unique in how it distributes sales tax. Normally it is distributed by assess value but in Tompkins County it is done by population. Our sales tax revenue would increase by approximately 30% if it were done by assessed value of property within each municipality like everyone else. Don stated that the joint water system is quite a bit closer and the Cornell lawyers are about to sign off. Don attended the DEC meeting in Cortland. They’ve started scoping for the joint sewer proposal EIS.

 

Lynn stated that Matt Schulman did a nice article in the Lansing Community News on intermunicipal water & sewer. While out getting signatures for elections, Lynn spoke with Susan Lorbeer who is very concerned with the people driving very fast down Dart Drive. Don stated that sidewalks on Dart Drive were high of his priority list.  Lynn has met with Jodi & Ben on her section of the budget. Lynn suggested we commemorate Nancy Bent with planting trees since she was one of the founders of the Village.

 

Tops demolition is done. Don commented that the birthplace of the Village is now gone. Steve Halevy stated that he took pictures of the process. The Town of Lansing took the plants that were on the site and will plant them in the spring. There is no schedule for the traffic light yet. The Village should be getting a construction schedule soon.

 

Ben has spoken with New Plan regarding the trash from Cayuga Mall that ends up on Graham Road. A guy may be moving into Cayuga Mall and may work off part of his lease by being an onsite clean up person which could solve this problem.

 

 Ben stated that McDonald’s was getting “all its ducks in a row”. Ben hasn’t heard anything from Pyramid Mall. Parkview IV is going up. They have 3 doctors scheduled to start leases April 1st. Ben’s permit program is working well. He had his first inquiry for a cell tower. Bell Atlantic wanted to use the water tower tank at the airport.

 

Dennis & Rick tapped into the gravel under the Village Office footers. It ends up that the footer drain was never hooked in. The former building drain was never connected to the creek. It is now so we shouldn’t have any more water backing up into our conference room.

 

Dennis stated that Randy advised him not to pay the crack seal bill. Dennis explained the crack seal process to Lynn. Patch ‘N Seal has been in trouble with OGS before.

 

Dennis asked the Mayor if he wanted him to go ahead with the reflectorized logo signs for the Village entrances. Don would like to go ahead with signs and new logos for the trucks.

 

Dennis stated that Dave Putnam is surveying the area where there is erosion of the trail on Janivar Drive. The Mayor asked Dennis to reply with a letter to the concerned parties stating that we are working on this situation.

 

Next the mayor proposed a motion to approve the vouchers.

 

Resolution #3646- Abstracts of Audited Vouchers

 

Be it RESOLVED, that Abstract of Audited Vouchers No. 10 for the General Fund, in the amount of $29,012.14, is hereby approved for payment, and 

 

Be it further RESOLVED, that Abstract of Audited Vouchers No. 10 for the Water Fund, in the amount of  $2,578.58, is hereby approved for payment, and 

 

Be it further RESOLVED, that Abstract of Audited Vouchers No. 9 for the Sewer Fund, in the amount of  $878.78, is hereby approved for payment, and 

 

 

            Trustee Larry Fresinski moved that this resolution be adopted and Trustee Lynn Leopold 

            seconded the motion. A vote was taken:
